A US report states that the military is still the highest priority in North  Despite all the talk about reconciliation, there has been no effort up north to scale back on the size or readiness of the armed forces. In the last year, the quantity and quality of artillery on the South Korean border has actually increased. Ammunition and fuel storage sites near the DMZ have been increased in capacity and protection (they are underground.)  Food and fuel aid is still being diverted to military stockpiles.
