For a nation converting from a conscript ("drafted") army to an all volunteer force, it will cost 3-4 times as much per soldier. The difference is even more stark when you compare, say, the all volunteer, high tech U.S. Armed Forces to the Chinese conscript army. America spends (on average) 700 times more per soldier than does China. You get what you pay for.
